While we can expect token (or fig leaf) new hiring, the truth is, having lots of new officers and firefighters makes it harder for current staff to get overtime — and overtime is worth a fortune, especially when it comes at the end of a career, just before early retirement (early 50s), when that big (often upwards of 80-90%) pension gets locked in.
